THETFORD SELECTBOARD MINUTES

December 6, 2004

Present:Mike Brown, Paul Raymond, Mary Spata, Rick Barrows

Ken McDaniels and Lynne Miller, Budget Committee

Meeting called to order at 6:55 following Swearing-in and Welcome Reception for Police Chief Joseph Anthony.

Nancy Stanley joined the meeting to ask about winter road practices. She left the meeting at 7:00 p.m.

Rick Barrows reported that a professional audit was conducted for FY'03. He has contacted auditors for a bid for services for FY'04 to include audit and inventory of town assets over $5000.

Selectboard thanks CVPS for their cooperation in evaluating lighting concerns and energy reduction in Thetford.

7:20 Mariah Capurso joined the meeting to review FAST squad budget. Penny Sirjane joined meeting at 7:45 to review budget for Fire Department. Both Don Fifield and Jeff Sirjane were responding to a fire in Norwich.

Mark McMahon joined the meeting at 8:25. Ms. Capurso and Ms. Sirjane left at 8:30 p.m.

Tracy Borst joined the meeting at 8:30 p.m. to discuss Annual Town Report printing and deadlines. The Town Clerk and Town Treasurer Offices are compiling the report. Ms. Borst left the meeting at 9:15.

Motion to approve contract with Vermont State Police for dispatch services in the amount of $7600 for FY'05 (McMahon/Brown) unanimous.

Motion to accept the minutes of November 29, 2004, as amended (Brown/Barrows) unanimous.

Motion to enter Executive Session at 9:45 to discuss personnel matters (Spata/Barrows) unanimous. Executive Session ended at 9:55 p.m.

Mary Spata reported that contract has concluded with Neagley and Chase Contractors for Town Hall project which was completed under budget by $19,555.54. Funds have been released to the town building fund special account.

Motion to approve warrants (Barrows/Spata) unanimous:

General Fund #45.1 $3,822.88

Special Funds #45.3 $6,870.63

Highway Fund #44.2 $15,573.23

Motion to adjourn at 10:10 p.m. (Barrows/Spata) unanimous.
